Sizing washer (guide) rotates freely after lock nut is loosened. Sizing washer remains firmly in place when lock nut is tightened. Marking on Tool: "Stanley 04-413" "Made in USA Pat Pend". The silicone spray I used dis-colored the blue plastic a little bit. I will try some polish on it
